Ignoring the back story (personal reasons only, I think a picture should tell the story itself unless it is too long and complicated,) the warmer and brighter colors use do give off that the area is sunny and probably close to a shore. Even the lines in the art seems to help with this by having very few straight and harsh lines with colors blending in well with their neighbors.
The spacing between the characters is also great as they are close enough that you can fit a comfortably lot of detail for each character but you also don't have a lot of empty space on the side for random details.
I'll ignore the trainer (I get it, a commission, but he does look good.) The Lucario, well, nothing really special. Good, but I've seen so many pictures of Lucario and there isn't really much to say. The style does remind me of :devbehind-tg:, which does help.
The Zoroark on the other hand is the exact opposite. As to what they are suppose to be like, I have no idea, so I will just say that it looks like a more cheerful than how most people draw a Zoroark. Usually, I've seen people draw a Zoroark as looking a bit mischeavious or else angry, rarely a bit more motherly. So seeing one that actually appears to be happy is nice to see and, again, works well for this picture. If I had to guess why the Zorark looks this way, I would guess it is because the eyes appear to have been done differently and its fur is much lighter.
As for everyone's poses, the fact that they are so close to each other and holding each other actually makes it look like they are having their picture taken.
Now, how much does the image speak about the story? Honestly, not much. Well, honestly, I had to read the (short) back story again in order to figure out what it was exactly. There is a bus in the distance, but it is hard to tell as to which direction it is going (and being from the US, the side it is on suggests that it is coming towards them.) And the cut off bus sign doesn't really help tell the story at all.
Still, for a picture about a trainer by the ocean side with two of his Pokemon by a road, stopping to take a picture, it does work.
I originally drew the Zoroark to be much tougher looking, but then had it requested to look more friendly. Yeah, they're getting their picture taken, too.
